WILLINGTON BOARD OF EDUCATION
Minutes
September 11, 2007
                                                                


Call to Order
L. Semprebon called the meeting to order in the library at Hall  Memorial School at 7:18 p.m.

Present
Board Members: H. Arico, C. Mailhos, T. Gareau, M. Makuch, C. Psathas, L. Semprebon.
Also: Superintendent, D. Harding, HMS Principal, D. Sullivan, CES Principal C. McNamara,  Recording Secretary, N. Page and Community members.

Absent
D.  Tharp, on active duty.

Communications
State Department of Education Certification Bureau sent notification of full compliance of  Section 10-145(a) teacher certification.  

Present to Speak
None.
Consent Agenda
MOTION #1
H. Arico moved to approve the consent agenda, including minutes of the August 23, 2007 meeting and payment of bills and transfers.   T. Gareau seconded.  Passed unanimously.

Committee Reports
The Finance Committee met prior to the meeting.
The Facilities Committee discussed development of two main goals.
The Policy Committee discussed looking at transportation and emergency closing procedure policies and possibility of CABE as a source for policy updates and a presentation.
The Food Service Committee discussed development of overview on program and evaluation methods.
The Water Committee discussed project being at a standstill until a town vote takes place to provide additional monies and the process for obtaining and accepting bids once approval is completed.
Board agreed next meeting date for committees will be October 23, 2007.   

Superintendent Reports
D. Harding reported on agenda items including:
Project Updates:  Water grant has been approved by the State, Hall School generator wiring has one day left before completion and potential testing dates being explored,  installation of Hall School flashing lights as per contractor, the supplies should be in by October 11 and installation is to take place soon after.

Budget Summary:  The 2006-2007 school year budget is closed.  The un-audited remainder is $61,711.10 which represents .89% of the total budget with the expended amount being 99.11%.   As of September 5, the amount of 95.15% of the 2007-2008 school year budget has been expended with most of the expended amount reflecting money that is encumbered.

Enrollment Report:  Enrollment numbers at both schools for each grade level.

Reading Update:  Discussion on district identified by the State No Child Left Behind Adequate Yearly Progress for a sub group of special education students and the required development of an improvement plan on reading to be approved by the board within 90 days. Plan presentation expected in December.  Discussion about the professional development days of September 17 and 24 having an EastConn trainer focus on CMT Strand 3 of making reader text connections for staff at both schools.  Parent night with superintendent to be September 25 at placePlaceTypeHall PlaceNameMemorial PlaceTypeSchool’s library from 6:30-7:30 p.m.

New Business
The Board agreed to have the Board workshop on October 18, 2007 at 4:30 p.m.
The staff breakfast for PlaceTypeHall PlaceNameMemorial PlaceTypeSchool to be on September 26, 2007 at 7:00 a.m. and at placePlaceTypeCenter PlaceTypeElementary School to be on October 10, 2007 at 8:00 a.m.

Present to Speak
Community member L. Gilbert commented that the ice cream social was marvelous and that her children have been energetic and enthusiastic about school this year and says it looks to be a good year so far.  

Board Comments
The Board welcomed back the students and staff and look forward to meeting the new staff.  The Board agreed with L. Gilbert’s comments on the school year being off to a great start and appreciates the management team.  The Board also noted they would like to improve the connection between the placePlaceNameWillington PlaceTypeSchool District and Region #19 for both parents and students.

M. Makuch moved to adjourn at 8:16 p.m.  T. Gareau seconded. Passed unanimously.
